Homes Tasmania Review and Government Response
On 22 November 2024, Premier Jeremy Rockliff MP appointed Ms Margaret Crawford PSM to lead an independent, targeted review of Homes Tasmania.
The purpose of the review was to identify ways the Government can continue to efficiently and effectively grow our housing supply across Tasmania.
The review of Homes Tasmania focussed on:
- the effectiveness of the governance structures and processes of Homes Tasmania
- the capacity of these structures to provide clear direction and efficient decision-making
- the transparency and effectiveness of reporting mechanisms, including public reporting on the performance of Homes Tasmania
- the role of Homes Tasmania in delivering housing, homelessness and crisis accommodation and services to eligible persons
- the extent to which Homes Tasmania effectively engages with relevant sectors, providers, government agencies, and potential investors or partners
- any other matters relevant to governance, reporting and accountability of Homes Tasmania in delivering improved housing and homelessness outcomes in Tasmania.
The independent review was completed in April 2025. It provides an objective assessment of how Homes Tasmania has performed in its first two years of operation and in delivering on its foundational promise, and provided 20 recommendations.

Homes Tasmania Financial Review
In November 2025, the Department of State Growth commissioned KPMG to deliver an independent Financial Review of Homes Tasmania. The review was commissioned in response to recommendations one, two, and seven of the Crawford Review.
The Terms of Reference of the review contain three scope areas:
- Homes Tasmania's current housing delivery model and its alignment with Government policy priorities and available funding.
- The performance of Homes Tasmania's delivery model compared to available industry benchmarks and Community Housing Providers (CHPs) for similar builds.
- The identification of alternate approaches or innovations to maximise housing supply, including partnerships with CHPs, private investors, the Australian Government and the building industry.
The Financial Review was completed in March 2026. It presents key findings about the performance of Homes Tasmania in relation to the three scope areas and provides 15 recommendations.
