Arts organisations – multi-year

This program offers multi-year support to arts organisations to deliver the Tasmanian Government objectives outlined in the Cultural and Creative Industries Recovery Strategy: 2020 and Beyond.

These arts organisations will contribute to the overall vibrancy of Tasmania’s cultural and creative industries by:

  • developing and sharing high-quality art experiences and/or offering high-quality services to the sector
  • creating opportunities for Tasmania’s professional artists and arts workers
  • demonstrating strong and strategic leadership for the sector
  • developing the overall capacity of the sector
  • supporting and progressing diversity and inclusion within the sector
  • building partnerships that strengthen the sustainability of the sector
  • connecting with and inspiring audiences, and the wider community.

Multi-year funded organisations will be expected to participate in development initiatives (including Growing Pains in the Arts) and take a leadership role in the sector by contributing to discussions around key priorities or issues within the cultural and creative industries.

Arts organisations can submit one application per round, requesting between $100,000 and $250,000 per annum for four years.

    This program supports:

    • Tasmanian arts organisations
    • national arts organisations that are of strategic importance to Tasmania’s arts sector and have had a physical presence in Tasmania (including a local office and Tasmanian staff) for at least five years.

    Arts organisations must have received funding through any of Arts Tasmania’s competitive grant programs in each of the last two years (2021 and 2022).

    Applicants must also meet Arts Tasmania’s general eligibility requirements.

    Organisations in receipt of operational support from Arts Tasmania (including through Cultural Heritage Organisations [multi-year]) are not eligible to apply to other Arts Tasmania programs for the term of the existing multi-year agreement.

    Applications will not be accepted from

    • Tasmanian local governments
    • non-arts organisations or arts organisation with no physical presence in Tasmania
    • arts organisations in receipt of funding of more than $100,000 per annum from the Culture, Arts and Sport Division of the Department of State Growth (including through Events Tasmania)
    • organisations in receipt of administered funding from the Tasmanian Government (this includes the Tasmanian Museum and Art Gallery, the Tasmanian Symphony Orchestra, Ten Days on the Island, the Theatre Royal Management Board, and the Queen Victoria Museum and Art Gallery [Launceston City Council)]).

    Eligible costs and activities

    Arts organisations can request grant funds towards eligible costs and activities.

    These include:

    • reasonable administrative costs related to the delivery of the artistic program
      • this includes general operating expenses such as costs associated with operating and maintaining facilities and equipment, rent, utilities, supplies, and salaries for staff who are critical to the organisation but not working on a specific activity or project.
    • creative development and research
    • market and audience development (including promotion)
    • presenting work (exhibitions, performances, and publications)
    • professional development opportunities.

    Arts Tasmania expects that artists are paid fairly for their work. Artist wages and fees must be included in all application budgets. For more information, please visit wages and fees.

    Permanent, fixed-term or casual employees of any part of the Culture, Arts and Sport Division of the Department of State Growth (with regular hours that exceed 0.3 of a full-time load) cannot apply to or receive payment through Arts Tasmania’s programs.

    Grant funds cannot be used to purchase equipment. If your organisation is looking for support to purchase equipment, it can apply to Low-interest loans.

    Arts organisations can request $100,000 and $250,000 per annum for four years (2024-2027).

    • The amount requested for each year cannot exceed 65 per cent of the organisation’s total projected cash income for that year.
    • Arts organisations must be able to demonstrate a track record of income from a range of sources (other than the Culture, Arts and Sport Division of the Department of State Growth).

    Arts Tasmania uses peer assessors from the Cultural and Creative Industries Expert Register. Peer assessors are people who work in or are engaged with the arts and cultural sectors such as artists, administrators, or other professionals.

    All eligible applications to this round will be assessed by a multi-artform peer panel against the criteria of:

    Quality

    Does the organisation:

    • use strong, contemporary, and well-developed artistic ideas and/or processes?
    • provide important services for, or significantly develop the capacity of, the arts sector?
    • engage experienced and diverse artists and arts workers in key creative or leadership roles?
    • provide development opportunities for Tasmania’s future cultural and creative industry leaders?
    • contribute to Tasmania’s growing reputation as a cultural leader?

    Planning

    Does the organisation:

    • demonstrate strong, stable, and strategic governance, management, and artistic leadership?
    • manage its finances in a clear and rigorous way?
    • provide appropriate artist wages and fees?
    • secure income from diverse sources?
    • evaluate its activities (or explain future plains for evaluation)?
    • build on previous activities in a way that is timely, relevant and evidence based?
    • operate to realistic, achievable, and sustainable timelines?
    • have support from strong partners or collaborators?

    Benefit

    Does the organisation:

    • contribute to Tasmania’s cultural and creative industries in a valuable way?
    • enable opportunities for Tasmanian artists and arts workers?

    Eligibility check

    To be considered for multi-year support, arts organisations need to complete a simple eligibility check.

    This check will collect:

    • basic organisational and contact details
    • evidence that the organisation is based in Tasmania, or has had a physical presence in Tasmania (including a local office and Tasmanian staff) for at least five years
    • information about the organisation’s governance structure (including a list of all board or committee members and a basic skills matrix)
    • the organisation’s most recent fully signed audited financial reports that show its financial health.

    Arts Tasmania will use any information provided in the eligibility check to determine whether the organisation:

    Organisations that meet the requirements will be invited to submit a full application. Information provided in the eligibility check will not need to be provided again in the full application.

    The review of each arts organisation's eligibility will be undertaken by staff within the Department of State Growth and should take one to two weeks from the time a form is submitted.

    Full application

    Arts organisations invited to submit a full application will need to strongly address the assessment criteria by:

    • providing a detailed artistic program and budget for the first year of activity, and an outline of the artistic programs and projected budgets for the other three years of activity
    • providing evidence of strong strategic planning (that covers at least 2024 and 2025)
    • clearly demonstrating how its activities align with the key priorities areas identified in the Cultural and Creative Industries Recovery Strategy: 2020 and Beyond
    • showing evidence of confirmed (or highly likely) cash income of at least 35 per cent of the overall budget for the first year of activity (from sources other than the Culture, Arts and Sport Division of the Department of State Growth.
